Main Conference Panels

Panel 1: Adapting Headquarters C2 for Modern Conflicts
This panel discusses NATO headquarters structures, reforms and adaptations are already underway across the Command Structure, and how manning, decision-making authorities, battle rhythms, and information architecture must be fundamentally reshaped to enable commanders to decide and act at the speed that modern conflict demands.

Panel 2: AI, Data, and the Race for Decision Advantage
This panel examines how Artificial Intelligence, advanced data fusion, and automation are reshaping the C2 landscape, accelerating the sensor-to-shooter chain, enhancing situational awareness across domains, and supporting human decision-making under time pressure. Panellists will address both the opportunities and risks: algorithmic bias, adversarial manipulation of AI systems, and the ethical boundaries of machine-assisted command.

Panel 3: Coordinated Adversary C2 Attacks Across the Continuum of Competition
This panel examines how state adversaries orchestrate and synchronize cross-domain attacks, probing and exploiting Allied vulnerabilities below and above the threshold of armed conflict, and what NATO must do to anticipate, disrupt, and deny adversary C2 before coordinated aggression can achieve its intended effect.

Panel 4: Resilience, Civilian Integration, and Total Defence
This panel examines how NATO member nations can build the kind of whole-of-society resilience that denies adversaries the soft targets hybrid warfare depends upon, drawing on models from the Nordic and Baltic states and exploring how civil-military integration and total defence concepts can be strengthened across the Alliance.
