Speaker Bio
Hugh Blethyn is a defence innovation and transformation leader with more than two decades of experience spanning military operations, NATO, industry and international innovation consultancy. His career has centred on a consistent challenge: how to turn good ideas into meaningful change within large, complex organisations.

His practical experience of military innovation was forged on operations, including Operation HERRICK in Afghanistan, where the pace and complexity of the operational environment demanded rapid adaptation, pragmatic problem-solving and the ability to translate emerging technology and new ways of working into operational advantage. He subsequently served at NATO Joint Force Command Brunssum (JFCBS) from 2015–2017 in a J5/6 role, gaining first-hand experience of transformation, capability development and change within a multinational operational-level HQ.

From 2018 to 2024, Hugh worked as a global innovation management consultant, helping organisations establish the structures, behaviours and processes needed to make innovation repeatable rather than accidental. This breadth of experience shaped his belief that successful innovation is rarely about technology alone; it depends equally on leadership, culture, governance, experimentation and an organisation’s ability to adopt and scale change.

Hugh returned to NATO in 2024, supporting the development of innovation frameworks designed to enable and accelerate innovation and transformational change as part of NATO’s journey towards 2030. He has been pioneered the relationship between ACO and the Defence Innovation Accelerator for the North Atlantic (DIANA), helping connect operational military challenges with NATO’s growing ecosystem of innovators. He mentors ACO HQs in establishing effective innovation governance and the adoption of the Warfighting Innovation Management System (WINS), designed to provide a practical pathway from frontline ideas and operational problems through experimentation, decision and adoption. He is also an Innovation Coach on ACT’s Project Mercury innovation training programme, helping develop the people and behaviours needed to create an innovation-friendly military culture.

Alongside this work, Hugh is part of the ACO Task Force Maven team, supporting the adoption of data-driven approaches to operational command and decision-making and exploring how digital capabilities and artificial intelligence can provide commanders with greater decision advantage.

Hugh lives with his family in Maastricht, the Netherlands. When not working on military innovation and transformation, he can usually be found exploring the “Dutch Alps” by gravel bike in search of its surprisingly excellent wines or at Maastricht Rugby Club, attempting the arguably more difficult challenge of bringing order to the chaos of youth rugby.
