Eva Sula is an independent defence strategic advisor working at the intersection of strategy, technology and operational reality. Her work focuses on how NATO and European defence organisations turn emerging technologies into integrated, interoperable and mission-ready capability, particularly in contested and degraded operational environments.
Her current work spans Command and Control (C2), multi-domain operations, C4ISR, autonomous and uncrewed systems, AI and data, electronic warfare, digital backbones, resilience and defence innovation. A central focus is the gap between technological promise and operational adoption: how architecture, interoperability, doctrine, policy, processes, governance and human decision-making must evolve together for new capabilities to work under real operational conditions.
Eva works across military, government, industry and innovation ecosystems and brings a Baltic and Northern European perspective shaped by the security environment on NATO’s eastern flank and lessons emerging from Russia’s war against Ukraine. Her work increasingly examines command under pressure, including degraded communications, GNSS denial, electronic warfare, contested data, operational uncertainty and the implications these create for C2 and decision-making.
She serves as a NATO DIANA Defence Mentor, Defence & Security Leader for NATO & EU Innovation, Member of The Alphen Group, Senior Fellow for Estonia at the Cyber Security Forum Initiative, and Advisory Board Member of Counterspace Europe and Strategic Security Initiative. She also contributes to international defence and security initiatives and regularly writes and speaks on European deterrence, defence transformation, C2, emerging technologies and operational integration.
Earlier in her career, Eva served in national-level cybersecurity leadership roles in Estonia and worked across the Baltic region with Microsoft and Cisco on secure cloud, cybersecurity and public-sector digital transformation. She later built and led Defence & Security activities across ten European countries, working with ministries, armed forces, NATO and industry.
Her work is grounded in a simple principle: technological advantage matters only when it can be integrated, trusted and used when operational conditions are at their worst.
